Basement Finishing in East Cobb, GA

A finished basement is the most inspection-heavy project a house can have, and in East Cobb every one of those inspections is a county appointment. Getting the jurisdiction right is the first task, not an administrative footnote.

No city means no city building department, and no city exemptions

East Cobb has never incorporated, so there is no city hall to permit through and no municipal code to read. Cobb County's Community Development Agency issues and inspects every permit here, and its exemption list is short and specific: residential standard-tab shingle replacement and exterior wall covering such as siding, fascia and cornice work are exempt, and a basement conversion is emphatically not on the list. Creating habitable space below grade triggers egress, framing, insulation, electrical, plumbing and mechanical inspections in sequence, all with the county. Two consequences follow. First, an online search keyed to your Marietta mailing address returns a city's requirements that do not apply to you, which is the single most common wrong turn people take here. Second, Cobb operates an applicant-elected private-provider option under state law for plan review and inspection — a customer choice rather than an outsourcing arrangement, and one the county explicitly neither recommends nor promotes. We use whichever route suits the schedule and we say which one we are using.

The same caveat everywhere: water first, and we mean first

Every basement project we take, in every town, starts with grading, downspouts and the wall itself before anything is framed. Most of what looks like a foundation problem is a drainage problem and is inexpensive; some of it is not. Either way you will know which one you have before you sign a construction agreement, and if there is an unresolved water problem we will not frame over it. A beautiful finished basement above one is a very expensive way to store a dehumidifier.
